The co-facilitators of the negotiations on the final document of the Follow-up Forum for Financing for Development of 2019 (FfD) convened a session for the first comments on the preliminary draft. The next step is paragraph-by-paragraph negotiations on the draft text, to begin on March 27, 2019.
Mariangela Zappia, Permanent Representative of Italy, and Lazarous Kapambwe, Permanent Representative of Zambia, publish the draft on 22 March 2019. Member States of the United Nations were invited to submit their comments on 25 March in anticipation of informal negotiations on the project to be adopted. at the FfD Forum, which will be held from 15 to 18 April 2019.
The co-facilitators emphasized that the project benefited from the deliberations of the Group of Friends of Monterrey, which had organized a retreat in Mexico City the previous week. The co-facilitators cautioned against re-writing the Addis Ababa Action Agenda (AAAA), and said they had focused the draft on recommendations and initiatives and actions that could be implemented.
Most speakers indicated that they needed more time to consult their respective capitals on the draft document. Many expressed support for a short and succinct document. Speakers also highlighted the efforts of the co-facilitators to turn the IATF report into zero. Other comments included calls for:
