The 63rd session of the UN Commission on the Status of Women (CSW 63) approved a set of conclusions on social protection systems, access to public services and sustainable infrastructure for gender equality and empowerment of women and girls. These topics are all essential for the implementation of the 2030 Agenda for Sustainable Development and the Beijing Platform for Action.

CSW 63 met from 11 to 22 March 2019 at United Nations Headquarters in New York, United States. The session focused on the priority theme “Social Protection Systems, Access to Public Services and Sustainable Infrastructure for Gender Equality and the Empowerment of All Women and Girls”. Nearly 2,000 delegates from the Member States and 86 ministers attended CSW 63, alongside 5,000 civil society representatives. organizations around the world.

CSW 63 presented discussions on gender equality and sustainable development goals under its theme “Women’s empowerment and the link with sustainable development”, including SDG 1 (eradicate poverty) , SDG 5 (gender equality), SDG 9 (industry, innovation). and infrastructure), SDG 10 (reducing inequality) and SDG 11 (sustainable cities and communities). A round table on women’s empowerment and the link with sustainable development presented presentations by Algeria, Cape Verde, Honduras, Panama, Saudi Arabia and Slovakia. Honduras explained that it has mainstreamed gender equality into education, employment and health policies. Panama shared municipal poverty reduction projects and national initiatives related to the Sustainable Development Goals, including the development of a national strategy to remove barriers to women’s participation. Saudi Arabia highlighted efforts to collect gender-sensitive data.

In all the agreed conclusions, the Commission acknowledges the progress made on women’s and girls’ access to social protection, public services and sustainable infrastructure. The Commission welcomes the increased coverage of social protection, improved access of women and girls to essential health services and increased numbers of girls attending school. At the same time, the Commission stresses the need to address disparities and prejudices between men and women in social protection systems, access to public services and sustainable infrastructure, and is concerned about persistent poverty and growing inequalities.

Commission calls for greater coordination and policy coherence between sectors to ensure that social protection, public services and infrastructure policies complement each other’s objectives, functions and funding in order to take advantage of synergies and avoid trade-offs by promoting gender equality and empowering women and girls. The findings also support: the recognition, reduction and redistribution of unpaid care and domestic work by ensuring access to social protection for unpaid caregivers of all ages, including health care and pensions; and ensure the availability of safe and affordable drinking water and sanitation, including menstrual hygiene, in homes, schools, refugee camps and other public places.

The series of agreed conclusions addresses a number of topics related to the priority theme and gender equality, including: the need for gender-sensitive approaches in the design and implementation of social protection, public services and sustainable infrastructure; the need for adequate policy and institutional responses to combat discrimination; and the importance of accelerated investments and increased funding from all sources to leave no woman or girl behind. The conclusions also address: strengthening the normative, legal and institutional environment; address gender disparities and social protection prejudices; transform public services for gender equality and women’s empowerment; to ensure that infrastructure investments work for women and girls; mobilize resources, strengthen accountability and improve the evidence base.
